Rufus L. Caine III Managing Director, Epiq Counsel

Rufus L. Caine III brings expertise across business, legal, and service delivery models to strengthen legal departments’ performance and value. He leads business development and corporate strategy for Epiq Counsel, partnering with executive stakeholders on new legal solutions that improve legal function performance, enhance profitability, and deliver measurable business value.

Most recently, Rufus served as Co-CEO and Co-Founder of Tenor Legal, which was acquired by Epiq in June 2026. He oversaw sales at Tenor and leveraged his expertise with flexible legal talent models to support Fortune 500 in-house teams. With his guidance, teams are able to manage uncertainty, close capacity gaps, and extend their impact across the organization while maintaining cost efficiency.

Prior to Tenor, Rufus was a Senior Vice President at Burford Capital, where he served on the corporate client origination team. Before joining Burford, he held several roles at Axiom, where he focused on consultative sales, relationship management, and legal talent solutions. During this time, his role progressed from Engagement Manager to Practice Manager and ultimately Director.

Rufus began his legal career in public service and private practice as a legislative counsel on Capitol Hill and a litigation associate at Willkie Farr & Gallagher LLP.

He has a JD from the University of Pennsylvania Carey Law School and a BA in Political Science and Philosophy through the Honours Programme at Boston College.
