David Garcia is the vice president overseeing all aspects of settlement administration, and lien resolution work in Epiq’s mass tort business unit, which includes the design and implementation of settlements, budgeting, personnel management, and quality assurance.

Professional Experience


Drawing upon over 20 years of industry experience and tenure, David also consults on class action settlements, domestically and internationally, overseeing system design and database administration. He has worked closely with defendants, defense counsel, plaintiffs’ counsel, dispute resolution experts, and other neutrals involving hundreds of cases throughout his career. His experience spans a wide range of actions, including environmental hazards, building materials, product liability, discrimination, wage litigation, antitrust, domestic and international securities, and insurance.

David has led and/or contributed to a number of complex, noteworthy matters including:
•    SEC v. World Capital Markets: 2014 – 2018   
•    Royal Dutch Shell Non-US Residents Securities Settlement: 2009 – 2015
•    In re Beirut Marine Barracks Bombing 
•    Office of Personnel Management (OPM) Data Breach

Education and Background


David holds a Bachelor of Science in finance from Portland State University with a minor in economics and an MBA from the University of Oregon. He has also earned the Project Management Professional (PMP) credential. Prior to joining Epiq in 2002, David retired from the United States Marine Corps, in which he served as a counterintelligence specialist.
